The mandate of the Special Rapporteur on the Human Right to Safe Drinking Water and Sanitation was first established in 2008 (initially entitled Independent Expert on the Human Rights Obligation related to access to safe drinking water and sanitation). This mandate is part of a larger system of special procedures mandates, experts appointed by the UN Human Rights Council to study specific human rights themes or examine the situation in specific countries.
